The 50 Best Public Golf Courses in America
There is no official registry of great golf courses, so we didn't trust one magazine — we counted all three authorities. This ranking is a composite of the published public-course panels: Golf Digest's America's 100 Greatest Public Courses (2025-26), Golfweek's Best Courses You Can Play (2025), and GOLF Magazine's Top 100 Courses You Can Play (2024-25), read in full, normalized course by course, and scored on one published formula. Golf Digest and Golfweek each carry 35% of the weight, GOLF Magazine 30%. A course earns placement points on every panel that ranks it; showing up on all three lists, high on all three, is what it takes to finish near the top.
The composite produces a clean sweep at #1: Pebble Beach Golf Links is ranked first by all three panels and scores a perfect 100.00. Wisconsin is the list's biggest winner with eight courses in the 50 — the Whistling Straits and Blackwolf Run courses at Kohler, Erin Hills, four Sand Valley courses, and Lawsonia Links — ahead of Florida's six and five each for Oregon (all five at Bandon Dunes) and North Carolina. Every course on this list was then checked individually: it has to exist, it has to be open, and a member of the public has to be able to book a tee time. Argue the placements — the receipts are in the methodology. Which course got snubbed?
How this ranking was built — and what got cut
This is a canon composite, not an editor's ballot. The three panels were transcribed course by course — 143 distinct courses appear on at least one of them — and each ranked course scored placement points of (101 − rank) on a 100-course list, weighted 35% Golf Digest, 35% Golfweek, 30% GOLF Magazine. Ties on Golfweek's list were scored at the printed tied position. Two panel quirks were normalized and disclosed rather than hidden: Golf Digest ranks The Loop at Forest Dunes as two routings (Black #63, Red #68) while Golfweek and GOLF rank the single reversible course once, so it is scored once here, at its better Golf Digest placement; Golfweek splits Silvies Valley Ranch's two reversible courses while GOLF combines them, so they are scored as one entry at the better placement. There were no quotas, no regional balancing, and no editorial overrides — the formula produced this order, and the full scoring table is published in our method note.
Then every course near the line went through the existence and access gate, because a public-course list that names a course you can't actually play is worthless. The hardest check was Kapalua's Plantation Course (#25): it closed on September 2, 2025, when Maui water restrictions cut its irrigation, and the PGA Tour cancelled its 2026 Sentry tournament there — but the course reopened for public play on November 10, 2025, was booking full 18-hole tee times through 2026, and is verified open; we kept it and disclose the episode. Bethpage Black (#5) closed for the 2025 Ryder Cup and reopened to the public on October 10, 2025, with a new anti-bot booking system. Pasatiempo (#13) completed a phased, nine-holes-at-a-time restoration and is back to full 18-hole public play. Three entries are bookable only as resort guests, which is the access model all three panels themselves use to define 'public': Shadow Creek (#9) requires an MGM Resorts stay, The Lido (#10) releases limited tee times to Sand Valley lodging guests on select days, and Manele (#26) is limited to Four Seasons Resort Lanai guests with no day-guest play. Each is flagged in our method note rather than quietly listed.
Know the canon's biases before you argue with it. The panels reward destination resort golf — Bandon Dunes places all five of its courses in the top 20, Sand Valley places four courses in the 50, and Streamsong and Pinehurst place three each — and they largely ignore price: the cheapest green fee near the top of this list belongs to a municipal-style outlier that didn't quite make it. The first course out is Wild Horse in Gothenburg, Nebraska (#51), a beloved low-fee prairie course the panels rank lower than the resorts; behind it sit Fallen Oak (#52, open only to Beau Rivage resort guests), Forest Dunes (#53), Mid Pines (#54), Arcadia Bluffs' South Course (#55), and Paa-Ko Ridge (#56). One more disclosed wrinkle: GOLF Magazine's panel is the 2024-25 edition, a cycle older than the two 2025 panels, and Black Desert in Utah (#48) is the only course in the 50 carried by just two panels — it has no GOLF Magazine ranking at all. If a course ever closes or goes private, it comes off this list at the next verification pass, whatever the panels said.

How we rank
Composite of the published public-course panels (Golf Digest, Golfweek, GOLF Magazine) — ranked by placement and inclusion. Every course verified public and open.
Before any scoring, every candidate passes our existence gate: confirmed open, operating at the location listed, and showing recent activity. Anything closed, moved, or mislabeled is removed — no exceptions, no grandfathering. Weights and sources are published on our methodology page.
Notes & corrections
Courses close, change hands, and change access rules, so this list is re-verified before it is posted anywhere and spot-checked on a rolling basis. Two labeling calls worth knowing: Pinehurst No. 10 is listed under Aberdeen, North Carolina, because that is the course's own published address at Pinehurst Sandmines, even though the resort brands it as Pinehurst; and the Whistling Straits courses are listed under Kohler, Wisconsin, the operator's published address, though the property sits in the Town of Mosel at Haven. The panels also disagree with each other in print — Golf Digest still ranks one Arizona course (Quintero, #93) whose access is limited to members and their guests under most listings, and its #38, the Yale Golf Course, only became publicly bookable in April 2026 after a two-year restoration closure; neither scored anywhere near this top 50, and both are documented in our method note. If you spot a closure or a change we haven't caught, email [email protected] and we will correct the record publicly. If it's listed, it exists — and you can book it.
Frequently asked questions
What is the best public golf course in America?
Pebble Beach Golf Links in Pebble Beach, California. It is the only course ranked #1 by all three published panels — Golf Digest, Golfweek, and GOLF Magazine — and it tops this composite with a perfect score of 100.00, ahead of Pacific Dunes in Bandon, Oregon (98.70) and Pinehurst No. 2 in North Carolina (97.25).
Can the public actually book a tee time at every course on this list?
Yes — that was the gate. Every course was verified as operating and publicly bookable in 2025-26. Most sell ordinary open tee times. Three work the way many resort courses do and are booked through a stay: Shadow Creek (guests of MGM Resorts properties), The Lido (limited tee times for Sand Valley lodging guests on select days), and Manele (guests of Four Seasons Resort Lanai only; no day-guest play). Those restrictions are disclosed in our method note.
Is Kapalua's Plantation Course open?
Yes. The Plantation Course closed on September 2, 2025, after Maui water restrictions cut its irrigation, and the PGA Tour cancelled the 2026 Sentry there. It reopened for public play on November 10, 2025, and was booking 18-hole tee times through 2026, which is why it stays on this list at #25. Kapalua's Bay Course remains closed and is not ranked by any panel or listed here.
Which courses just missed the top 50?
Wild Horse in Gothenburg, Nebraska, is #51 — the first reserve — followed by Fallen Oak in Saucier, Mississippi (#52), Forest Dunes in Roscommon, Michigan (#53), Mid Pines in Southern Pines, North Carolina (#54), the South Course at Arcadia Bluffs, Michigan (#55), and Paa-Ko Ridge in Sandia Park, New Mexico (#56). The full composite table for all 143 courses the panels ranked is in our method note.
